Site Description

Location: The 2.72-acre Former Pilgrim Village Family Apartments site is located in a mixed residential/commercial area at the southwest corner of Best Street and Michigan Avenue in the City of Buffalo, Erie County. Site Features: The site has been redeveloped as affordable housing consisting of multi-storied buildings. Non-building areas are used as parking or open green space. Current Zoning and Land Use: The site is currently used for multi-family apartment and is zoned D-R Residential Campus. Past Use of the Site: From the late 1800s through the mid-1970s the site was occupied by dense residential housing with several small shops. A gasoline filling station was located on the northeast corner parcel at Michigan and Best Streets from at least 1951 through at least the 1960s. In the 1970s the site was developed into the Pilgrim Village Apartment complex. The Pilgrim Village Apartments operated until 2021/2022. Site Geology and Hydrogeology: The sub-surface consists of urban fill which is predominantly sand, silt, crushed rock, asphalt, and brick from the ground surface to approximately 2 to 11 feet below ground surface. The fill is underlain by native soil consisting of sand, gravel, silty clay to clayey silt. Groundwater flow during the investigation was to the north or northwest. Groundwater flow direction may change as a result of the remedy and on-site development. Regional groundwater flow is west toward Lake Erie.

Site Environmental Assessment

Remediation at the site is complete. Prior to remediation, the primary contaminants of concern were volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), arsenic, barium, lead, mercury, and zinc in soil. Petroleum related VOCs were present in groundwater in the northeast portion of the site. Remedial actions have successfully achieved soil cleanup objectives for unrestricted use.

Remedial actions are complete and the remedy addressed all identified site contamination so no exposures are expected.
